Full Biography

Professor Mark Brown is Ireland's first Chair in Digital Learning and Director of the National Observatory for Digital Education (NODE - previously the National Institute for Digital Learning). He has over 30 years of experience working in Tertiary Education, with specific expertise in policy and practice supporting lifelong learning and new blended, online and digital (BOLD) education models.

Before taking up his position at Dublin City University (DCU), Mark was Director of the National Centre for Teaching and Learning and Director of the Distance Education and Learning Futures Alliance (DELFA) at Massey University, New Zealand. In this role, Mark had strategic oversight of Massey's 17,000 online distance students and played a leading role in establishing Massey University Worldwide

Over the past 25 years, Mark has served in several senior leadership roles responsible for major university-wide digital learning and teaching initiatives. This work has included leading the successful deployment of a new LMS/VLE, the original design of the Mahara e-portfolio platform, the development of a multi-million business case for a major rich media learning system, and New Zealand's first university-wide implementation of a MOOC platform [Open2Study].

Since arriving at DCU in 2014, Mark has led the development of DCU Connected, the original conception of Loop, and the implementation of the University of Sanctuary scholarship programme for online students. He also played a key role in the global strategic partnership with FutureLearn, which evolved to include the early development of micro-credentials.

While some of these developments no longer exist, Mark continues to champion research-informed policy and practice in new digital models of education. In 2020, Mark served on the European Commission's High-Level Expert Group developing a common European Framework for Micro-credentials. In 2021, Mark led a team undertaking a major state-of-the-art literature for the European Commission on the growth of micro-credentials and continues to maintain the Micro-credential Observatory.

He was an original member of the Steering Committee (2019-2021) for DigiEdHack, a key feature of the European Commission's Digital Education Action Plan. Mark is a past Chair (2014-2018) of the Innovation in Teaching and Learning Steering Committee for the European Consortium of Innovative Universities (ECIU) and was actively involved in the establishment phase of the new ECIU University. Mark is also a member of the research team formally evaluating the European Universities Initiative (Alliances).

Mark is an EDEN Senior Fellow. He is a past Treasurer and Executive Committee member of EDEN UK and now serves as a Vice-President on the Management Board of EDEN Digital Learning Europe. Mark also serves on the Supervisory Board of the European Association of Distance Teaching Universities (EADTU) and continues to have strong 'down under' links as previous Vice-President of the Open and Distance Learning Association of Australia (OLDAA), which publishes Distance EducationIn 2019, Professor Brown was Chair of the ICDE World Conference on Online Learning in Dublin. In 2023, he co-chaired the EDEN Annual Conference in Dublin. 

Mark co-led the Empower Online Learning Leadership Academy (EOLLA), which drew on his contribution over several years as a faculty member to the US-based Online Learning Consortium's (OLC) Institute for Emerging Leadership in Online Learning (IELOL). Mark is currently actively involved in the new EDEN Digital Education Leadership Academy

In 2017, Mark was appointed an Ambassador for the Global Advocacy of Open Educational Resources (OER) by the International Council for Open and Distance Education (ICDE). He plays an active role in the EU-funded ENCORE+ project, which aims to build a European network for catalysing OER for education, business and innovation. Mark is currently a member of the jury (2023 - 2027) for the prestigious ICDE Prizes of Excellence in open and distance education.

Mark has served (2016-2018) as a representative of the Irish Universities Association on the Board of the National Forum for the Enhancement of Teaching and Learning in Higher Education. Additionally, Mark has in the past worked closely with Epigeum, a subsidiary of Oxford University Press, in the development of online professional development programmes for university staff and was the Lead Advisor and author for a course in the area of Blended Learning.

He was Principal Investigator (PI) for DCU's contribution to the EU-funded EMBED project, which developed a European Maturity Model for Blended Education and then helped to design and co-facilitate a related MOOC on the FutureLearn platform. In 2021, Mark co-authored and facilitated with colleagues Higher Education 4.0: Certifying your Future. The previous year, in response to the COVID crisis, Mark was joint PI in developing, A Digital Edge: Essentials for the Online Learner, a free online course attracting over 14,000 learners worldwide.  

Professor Brown was also joint PI for the DigiHE project, which under the leadership of the European University Assoication (EUA), in 2020, completed a survey on the state of digital learning across European universities. He also played a key role in co-authoring a EUA report reviewing many different self-assessment and benchmarking tools for supporting quality improvement in digital learning.

In 2022, Mark completed an OECD contract and working paper investigating different QA models for digital higher education. A follow-up OECD study in 2023 explored how QA is being addressed in the context of micro-credentials. In 2022, Mark also began a project funded by Qualifications and Quality Ireland (QQI) to develop new National Statutory QA Guidelines for Online and Blended Learning Programmes. In 2015, Mark was previously a co-author of a seminal report on Quality Models in Online and Open Education Around the Globe.

In the Irish context, Mark was a member of both the Y1 Feedback and Student Success Toolbox projects funded by the National Forum. Mark has played a key leadership role in several other major externally funded projects, including ATS STEM, Digi Culture, and the Hacking Innovative Pedagogies (HIP). 

Before taking up his current position, Mark was President of the New Zealand Association for Open, Flexible and Distance Learning (DEANZ, now FLANZ). He was also Treasurer and an Executive Committee member of the Australasian Society for Computers in Learning in Tertiary Education. ASCILITE is the peak professional body for technology-enhanced learning in Australia and New Zealand. Mark is a recipient of a National Award for Sustained Excellence in Tertiary Teaching and remains a member of the New Zealand Academy of Tertiary Teaching Excellence.

Doctoral Supervision

Mark is available to supervise doctoral students in his areas of expertise in various educational settings. Professor Brown has successfully supervised to completion more than 50 master's and doctoral research theses ranging from Early Childhood Education to Adult Education and Life-Learning.

Mark particularly welcomes prospective doctoral candidates to contact him to discuss their research interests. He is currently supervising six doctoral students and contributes to the specialist Digital Learning Strand in the Doctor of Education (EdD).

Our team is involved in several research projects which lend themselves to further work by postgraduate research students.
