Appointment of Dr Harold Hislop to International Ministerial Advisory Panel on Curriculum and Assessment in Northern Ireland

Dr Harold Hislop, Adjunct Professor in the School of Policy and Practice in DCU’s Institute of Education has been appointed by the Minister for Education in Northern Ireland, Paul Givan MLA, to be a member of an International Ministerial Advisory Panel (IMAP) on curriculum and assessment issues in Northern Ireland. 

The panel has been established to provide guidance, expertise and advice to improve the design and implementation of curriculum and assessment in Northern Ireland in line with international best practice.


Additional information

Since coming to office in February 2024, Education Minister, Paul Givan, has indicated his focus will be on education reform in the key areas of curriculum, assessment, qualifications school improvement and tackling disadvantage all underpinned by a new focus on teacher professional learning.  The Minister has recently launched reviews of curriculum and key stage assessment (assessments carried out at 7,11 and 14 in literacy, numeracy and ICT). He also intends to commission the development of a new literacy and numeracy strategy for Northern Ireland.

The International Ministerial Advisory Panel (IMAP) has been established to ensure that the programme of educational reform launched by Minister Givan is informed by international perspectives and evidence. The full membership of the panel is:  

  • Tim Oates - Director of Assessment, Research and Development at Cambridge Assessment
  • Christine Counsell - Leading expert in curriculum development and former Director of a Multi-Academy Trust
  • Harold Hislop - School of Policy and Practice, DCU Institute of Education
  • Hardip Begol - Former Director for Assessment, Curriculum and Qualifications at the Department for Education, England
  • Daisy Christodoulou - Renowned educational author and founder of the No More Marking assessment company
  • Nina Hood - New Zealand-based educationalist and Academic Director of The Teachers' Institute
